Policy Intent:

This policy seeks to tightly focus on the visual aspect of the “core” town centre of Leighton Buzzard, defined as “Cluster One” in the draft wider Town Centre Masterplan*, to ensure that improvements are delivered through sensitive redevelopment and renewal, focusing on highlighting landmark buildings as well as preserving the historic and heritage of the core town centre rather than poor building conversions and to discourage changes of use on the main road frontage to residential uses. A focus on shop fronts within the conservation area can support the visual aspect of the town centre as an attractive destination.

This policy will seek to direct development to ensure that the Town Centre objectives and functions are reinforced to maintain, promote and enhance the sustainability and viability of the core town centre as a place to visit, work or live.

The policy, along with LL3 will create key principles around:

  • Economy, Vitality and Culture
  • Heritage and Distinctiveness
  • Sustainability and Climate Change
  • Movement, Public Realm, Green Space, Connectivity and Accessibility
